The penalty point system is a European Commission regulation issued in 2012 which involves all fishing activities including recreational fisheries in member states. This will be implimented also in Malta. It is a penalty points system for serious infringement of fishing regulations by all sectors within the fishing industry.
It is envisaged that in the future all fishing activities at sea will have a fishing license.

The Veterinary Regulation and Fisheries Conservation and Control within the Veterinary and Fisheries
Affairs Division (VAFD) has set a number of conservation areas around wrecks.
